Q1. 入居者の在留期間が切れていたら、オーナーは罪になりますか？

入管法第74条（蔵匿罪）は、「不法残留であることを知りながら住まわせる」場合に処罰されます。つまり、故意（知っていた）が必要です。知らずに貸していた（過失）のみでは、原則として刑事責任は生じません。
English:
Under Article 74 of the Immigration Control Act (Harboring Offense), landlords are punishable only if they knowingly allow an overstayer to reside. In other words, criminal liability requires intent (knowledge). If you did not know, you are not criminally liable in principle.
Q2. 「蔵匿罪」とは何ですか？

蔵匿罪は、不法入国者・不法残留者であることを知りながら、隠したり住居を提供して当局からの収容を免れさせる行為を処罰する規定です。違反した場合は、3年以下の懲役または300万円以下の罰金が科されます。
