2025年10月16日施行の省令改正により、経営管理ビザ（Business Manager）の申請時に提出する事業計画書について、 その内容が「具体的・合理的で、実現可能なものであるか」を専門家が確認することが義務化されました。

・中小企業診断士
・公認会計士
・税理士
1. 改正の趣旨：事業計画の「実現可能性」を客観的に評価
従来、経営管理ビザの申請における事業計画書は、申請者本人または行政書士が作成し、入管が内容を審査していました。
しかし、事業実態に乏しい計画や実現性の低い案件が増加したことを背景に、第三者による専門的な妥当性確認が求められるようになりました。
この改正により、今後は専門家による確認書の添付が必須となり、 審査では「計画内容＋専門家の評価」がセットで判断されます。
2. 確認対象となる事業計画書とは
対象となるのは、在留資格認定証明書交付申請時に提出する初回の事業計画書です。 更新時や軽微な変更時は対象外とされています（ただし入管が判断上必要とする場合は例外あり）。
- 資本金・人員構成・事務所・収支見込みなどの根拠を含むこと
- 3年間の収支計画・雇用計画を明示すること
- 事業目的と活動内容が整合していること
3. 専門家確認の内容と手順
確認を行う専門家（診断士・公認会計士・税理士）は、事業計画書を精査し、次の観点から評価を行います。
- 具体性：市場調査・販路・顧客層・仕入先が明示されているか
- 合理性：売上・利益・コスト計算が整合しているか
- 実現可能性：人的体制・資金調達・スケジュールに無理がないか
専門家は、内容を確認したうえで「事業計画確認書」を発行し、申請書類に添付します。
・確認日、確認者の資格情報（登録番号等）
・確認対象の事業概要
・計画内容の評価結果（具体性・合理性・実現可能性）
・署名および押印
4. 行政書士との役割分担
行政書士はこれまで通り申請書類全体の作成・提出を行いますが、 改正後は、事業計画部分について専門家の確認済書を取得するフローが新たに加わります。
- 行政書士：入管申請全体の責任・文書整備
- 専門家（診断士・会計士・税理士）：事業計画の実現性評価
したがって、申請者は行政書士と専門家の双方と連携して書類を整える必要があります。
5. 実務上の注意点
- 事業計画の作成段階から専門家を関与させることで、確認がスムーズに進む
- 確認書は電子データではなく原本提出を求められる可能性がある
- 同一事業でも事業内容を大きく変更した場合は再確認が必要

Effective October 16, 2025, business plans submitted for the Business Manager Visa must be reviewed by a certified expert to verify that they are specific, reasonable, and feasible.

Authorized Experts:
• Small and Medium Enterprise Management Consultants (SMEC)
• Certified Public Accountants (CPA)
• Licensed Tax Accountants
1. Purpose of the New Rule
The amendment introduces a formal requirement that business plans be verified by qualified professionals. This aims to ensure that submitted plans are practical and credible, reducing cases of unrealistic or speculative applications.
2. Applicable Business Plans
The requirement applies primarily to initial applications (Certificate of Eligibility). Renewal applications are generally excluded unless the Immigration Bureau deems additional review necessary.
3. Scope of Expert Verification
- Specificity: Defined market, target customers, and suppliers
- Rationality: Logical consistency in financial forecasts
- Feasibility: Realistic staffing, capital, and operational schedule
The expert issues a Business Plan Verification Statement summarizing the findings, signed and stamped with credentials.
4. Collaboration with Administrative Lawyers
Administrative scriveners (Gyoseishoshi) continue to prepare and file immigration documents, while the expert provides an independent confirmation of the business plan’s feasibility. Applicants must therefore coordinate with both professionals during preparation.
5. Practical Advice
- Engage the expert early during business plan drafting.
- Original hardcopy of the verification may be required.
- Re-verification is necessary if the business scope or content changes significantly.
For startups and solo foreign entrepreneurs, this verification is likely to be a critical approval factor in the new review process.
