2025年10月16日に施行された省令改正により、経営管理ビザ（Business Manager）の申請では、申請者が以下のいずれかを満たすことが正式に求められるようになりました。
申請者は、経営管理または事業に必要な技術・知識に関する分野の博士・修士・専門職学位を取得していること、
または、事業の経営または管理について３年以上の経験を有していること。
（注１）外国の大学等で授与されたこれに相当する学位を含む。
（注２）「特定活動（起業準備）」の期間も3年の中に算入可。
1. 改正の背景：経営者の「経歴証明」が義務化へ
これまで経営管理ビザでは、学歴や職歴の明確な基準は存在せず、「経営能力を有すること」が審査上の評価にとどまっていました。
しかし2025年の改正により、学位または経営経験のいずれかを証明することが法律上の要件として明記されました。
2. 学歴による立証（学位ルート）
次のような学位を有する場合、経営管理ビザの学歴要件を満たします。
- 経営学・商学・経済学・国際ビジネス等に関する博士・修士・専門職学位
- 海外大学・大学院における同等の学位（MBA、EMBAなど）
- 専門職大学院（ビジネススクール、会計大学院など）の修了
重要なのは、学位が「事業内容に関連する分野」であることです。
たとえばIT分野での起業なら情報工学や経営情報学、貿易なら国際経済・商学などが該当します。
3. 経営・管理経験による立証（実務ルート）
次のような職歴を3年以上有する場合も、この要件を満たします。
- 会社経営者、役員、または管理職としての実務経験（3年以上）
- 個人事業主としての経営経験（3年以上）
- 外国企業での経営・管理実績（証明書類がある場合）
証明書類の例としては、在職証明書、登記簿謄本、職務経歴書、推薦状、納税証明などが挙げられます。
また、「特定活動（起業準備）」の期間も経営経験に算入できる点が明文化されました。
4. 学歴・職歴が十分でない場合の対応
要件を直接満たさない場合でも、次のような補足資料で評価を補うことが可能です。
- 経験豊富な共同経営者・顧問を迎え、経営体制を補強する
- 事業計画書に本人の実務能力・専門性を具体的に示す
- 過去の取引・コンサル・専門職活動の記録を提出する
5. 行政書士の実務的アドバイス
今回の改正で、「学歴・職歴」は形式的な参考要素から法的な必須条件へと格上げされました。
しかし実務では、書類上の肩書きよりも、経営・管理能力を裏付ける具体的な実績が重視されます。

As of October 16, 2025, Japan’s immigration regulation for the Business Manager Visa now officially requires that applicants satisfy one of two conditions: a relevant academic degree or three years of managerial experience.
The applicant must hold a doctoral, master’s, or professional degree in a field related to business management or the proposed business, or have at least three years of experience in business management or administration.
(1) Equivalent degrees obtained overseas are accepted.
(2) Periods of “startup preparation” under a Specified Activities visa may count toward the three years.
1. Background of the Amendment
Until this revision, education and work history were only considered as reference factors in visa examinations. Under the new regulation, they have become formal legal requirements to ensure that applicants have proven managerial capability.
2. Degree-Based Eligibility
- Doctorate, Master’s, or Professional degree in Business, Economics, or International Management
- Equivalent foreign degrees such as MBA or EMBA
- Professional graduate programs (business school, accounting school, etc.)
The degree must be directly related to the business field to be managed—for instance, IT, marketing, or international trade.
3. Experience-Based Eligibility
- Three or more years as a company owner, executive, or manager
- Three or more years of self-employed business operation
- Foreign managerial experience proven with documentation
Supporting documents include employment certificates, registration documents, career statements, and tax records. Startup preparation periods under “Specified Activities” may also be included.
4. When Lacking Degree or Experience
- Appoint an experienced co-founder or advisor
- Highlight your specific expertise and role in the business plan
- Provide proof of consulting, projects, or industry achievements
5. Professional Insight
This amendment transforms education and work experience from optional references to mandatory legal qualifications. However, immigration officers will still focus on the applicant’s practical capability and credibility—not merely certificates.
