Japan HSP Work Experience Points: How to Prepare Employment Certificates
Having enough years of work is not the same as being able to prove the relevant experience
Professional experience can contribute points under Japan’s Highly Skilled Professional system.
For the professional and technical category, the current points table assigns points according to relevant experience at the three-, five-, seven- and ten-year thresholds.
However, the calculation is not based only on the total number of years appearing on a résumé.
Which work experience may be relevant?
Past employment may be relevant when the actual duties are connected to the professional activity forming the basis of the HSP application.
Useful questions include:
- What work did you actually perform?
- How is that work connected to the proposed position in Japan?
- Was the employment full-time, part-time, fixed-term or project-based?
- Can the exact beginning and ending dates be confirmed?
- Were any employment periods overlapping?
What should an employment certificate show?
A useful certificate should allow Immigration to understand both the length and nature of the employment.
- the employee’s full name
- the employer’s legal name and contact information
- the exact employment start and end dates
- the position or department
- a sufficiently specific description of the duties
- the name and position of the person issuing the certificate
- the issue date and appropriate signature or company authentication
A certificate stating only that a person “worked as a manager” or “worked in IT” may not explain whether the experience is related to the proposed HSP activity.
If the certificate is written in a foreign language, a Japanese translation should be attached in accordance with Immigration’s document instructions.
What if a former employer will not issue a certificate?
This can arise when a company has closed, records have been archived or the applicant left the employer many years ago.
Depending on the circumstances, possible supporting materials may include:
- employment contracts
- appointment or promotion letters
- payslips or official tax records
- social-insurance or employment records
- letters from former supervisors
- official company registration or closure records
These materials do not automatically replace an employment certificate. Whether they are sufficient depends on what facts they establish and how consistently the records support one another.
Be careful with overlapping and incomplete periods
Two jobs performed during the same calendar period should not automatically be counted as two separate periods of experience.
Internships, freelance projects and part-time work may also require closer review because their duration and professional substance can vary.
Why the timing of the evidence matters
Work-experience points may affect an HSP application and may also be used in a Permanent Residence application relying on the HSP points framework.
For a historical points calculation, it may be necessary to show how much qualifying experience had already been completed at the earlier reference date—not only how much experience the applicant has today.
If an applicant reached a points threshold only recently, the point total at the earlier date may be different.
Practical checks before relying on the points
- List the exact dates of each relevant position.
- Remove duplicated periods caused by overlapping employment.
- Compare the actual duties with the proposed work in Japan.
- Confirm what evidence is available from every employer.
- Arrange Japanese translations for foreign-language records.
- Calculate the experience at each relevant historical date.
