Japan Work Visa Change for April Employment: When Should International Students Apply?
If you expect to graduate in March and start working in Japan in April, the work-status review should begin before December—not after graduation.
International students often focus on the employment offer and proposed start date. However, Immigration must also confirm that the position qualifies for the intended status of residence.
The job title alone does not establish this.
The actual duties, degree or other qualifications, remuneration, employer information and supporting documents must fit together.
Why should preparation begin in autumn?
An application may require documents from both the student and the employer.
Some records can be prepared quickly. Others may require internal approval, clarification of the job description or coordination between the company’s human-resources and business departments.
Beginning the review in autumn provides time to confirm:
- which status of residence matches the proposed position
- whether the duties are sufficiently professional and specific
- how the applicant’s degree or experience relates to those duties
- which employer category and document list apply
- whether the remuneration meets the applicable standard
- when the school and employer can issue the necessary certificates
Can you apply before graduation?
Yes, in an appropriate case.
The Immigration Services Agency states that an application may be accepted with a certificate of expected graduation.
After graduation, the applicant must submit the final graduation certificate.
This allows the application process to begin before the degree has formally been awarded, while still requiring confirmation that the applicant actually graduated.
First identify the correct work status
Many university and graduate-school students change to Engineer/Specialist in Humanities/International Services status.
However, this is not the correct category for every graduate position.
Depending on the duties, qualifications and employer, another category may need to be considered.
Questions to ask include:
- What work will the employee actually perform each day?
- Does the work require technical, humanities or international expertise?
- How does the applicant’s major or academic background relate to the work?
- Does the position mainly involve routine or manual duties?
- Will the employee perform several different types of work?
- Is the proposed remuneration comparable to that of a Japanese employee?
- Does the employment contract accurately describe the position?
How should the degree and job be connected?
For Engineer/Specialist in Humanities/International Services status, the relationship between the proposed duties and the applicant’s education or professional background may be an important part of the assessment.
The review is not always a simple comparison between the exact degree title and the job title.
Useful materials may include:
- degree or expected-graduation certificate
- academic transcript
- course descriptions or syllabus information where necessary
- a detailed job description
- an explanation of how the academic knowledge will be used
- employment certificates where professional experience is relevant
A broad statement such as “the applicant studied business and will work in business” may not clearly explain the connection.
The application should show what knowledge the position requires and how the applicant obtained that knowledge.
What documents may be needed from the employer?
The official document list depends partly on the employer’s category and the intended status.
Depending on the case, employer materials may include:
- employment contract or notice of employment conditions
- detailed description of duties
- company registration certificate
- company profile, website materials or business description
- financial statements
- statutory withholding report or other category evidence
- organizational chart or explanation of the department
- documents explaining the need for the proposed position
A large or listed company and a recently established company may have different documentary requirements.
The student should not assume that the employer already knows which immigration records are required.
What if the job duties change after the offer?
Recruitment-stage job descriptions are sometimes broad. The final assignment may become clearer closer to the start date.
If the department, duties, work location, remuneration or employment arrangement changes, review whether the application documents still accurately describe the position.
A material change should not be hidden merely because the original documents have already been prepared.
Can full-time work begin before permission is granted?
The student should not assume that an employment start date written in the contract authorizes full-time work.
Student status is granted for study. Permission for limited activities outside that status does not automatically authorize the intended full-time professional position after graduation.
The appropriate work-authorized status should be granted before the applicant begins the new full-time activity.
What if graduation or employment is delayed?
A student may fail to complete a required credit, the graduation date may change, or the employer may postpone the start date.
These changes can affect the facts on which the application was based.
If the applicant graduates but will not begin the job immediately, another residence arrangement may need to be considered depending on the length and reason for the gap.
Where a student has received an offer but the start date is later, the official Designated Activities arrangement for waiting until employment may be relevant if its conditions are satisfied.
A practical preparation timeline
September to October
Confirm the final department, duties, salary, work location and intended
status of residence.
October to November
Obtain the employer’s category documents, detailed job description and
academic records. Resolve any uncertainty about the degree–job relationship.
From December 1 to the end of January
Submit the change-of-status application when the required documents are
sufficiently complete, following the current official guidance for an April start.
After graduation
Submit the final graduation certificate and complete any remaining procedure
required for the decision and new residence card.
This is a planning guide. Applicants should confirm the Immigration Services Agency’s current instructions for the relevant graduation and employment cycle.
Practical document check
- passport and residence card
- recent photograph in the required format
- certificate of expected graduation
- academic transcript
- employment contract or notice of employment conditions
- detailed and accurate job description
- employer-category documents
- documents explaining the degree–job connection where necessary
- Japanese translations of foreign-language records

Final message
The best time to review an April work-status application is before the filing window opens.
The practical question is not only: “Do I have a job offer?”
It is: “Do the actual duties, my qualifications, the employer’s documents and the proposed start date support the same immigration application?”
Early preparation gives the student and employer time to correct unclear job descriptions, identify missing records and choose the appropriate status before the April start date becomes urgent.
