今回の改正は、令和7年10月16日施行の「上陸基準省令改正」に合わせたもので、経営管理ビザの申請様式（所属機関等作成用）が見直されます。 入管庁は新様式のシステム改修を進めていますが、完了までの間は暫定的な入力方法が示されました。
2. 新様式で追加・変更された主な項目
- ① 「事業に用いられる財産の総額」の入力欄が新設され、
「資本金・出資総額」および「申請人の投資額」を内数として記入（新様式3⑦） - ② 「常勤従業員数」について、「経営開始時のみ記載」という限定文言が削除（新様式3⑩）
- ③ 「日本語能力を有する経営者・従業員の有無」の入力欄を新設（新様式3⑪）
これにより、資本構成・雇用状況・日本語対応力といった項目が審査上より明確に可視化されることになります。
改正後は、形式上の資本金額だけでなく、実際に事業運営を支える人的・言語的体制も審査書面に反映されることになります。
3. 所属機関の「カテゴリー区分」の変更
令和7年10月16日以降、「経営・管理」に係る在留諸申請で用いられるカテゴリー区分が一部変更されます。 これまでカテゴリー2に該当していた一部機関のうち、オンライン申請の利用申出承認を受けているものは、今後カテゴリー3として扱われます。
つまり、同じ企業でもオンライン申請を行う場合、審査区分が変わる可能性があります。
これにより、必要提出書類・審査スピード・求められる実績基準が変動する場合があります。
オンライン申請を利用している企業は、自社がどのカテゴリーに属するかを再確認しましょう。
4. 実務上の留意点
- ・オンライン申請を行う場合は、新様式に基づく暫定入力手順を確認
- ・「日本語対応可能な従業員」欄の記入ミスに注意
