Can the Spouse of an HSP Work Full-Time in Japan?
Being married to a Highly Skilled Professional does not automatically give a spouse unrestricted permission to work in Japan.
The appropriate route depends on the spouse’s current status, proposed duties, working hours, qualifications and whether the couple will continue living together.
Three arrangements are commonly considered:
- Dependent status with permission for limited work
- Designated Activities as the working spouse of an HSP
- an independent work-authorized status based on the spouse’s own career
Option 1: Dependent status with limited work permission
A spouse holding Dependent status does not have general permission to work merely because a residence card has been issued.
If comprehensive permission to engage in activities outside the status has been granted, paid work is generally limited to 28 hours per week across all jobs.
This arrangement may be suitable for part-time work, but it is not a substitute for a status authorizing the intended full-time activity.
Option 2: Designated Activities for the working spouse of an HSP
Japan provides a special Designated Activities route under which the spouse of a Highly Skilled Professional or Special Highly Skilled Professional may perform certain professional activities.
The covered activities include work corresponding to specified professional statuses, such as certain research, education and Engineer/Specialist in Humanities/International Services activities.
Under this special route, the spouse does not have to satisfy the usual academic background or professional-experience requirements that would apply to some independent work statuses.
However, other conditions remain important:
- The proposed duties must fall within the activities covered by the route.
- The spouse must live with the HSP holder.
- The remuneration must be at least equivalent to that received by a Japanese person performing comparable work.
- The employment terms and actual duties must be documented.
- The appropriate status or permission must be obtained before the full-time work begins.
Why living together matters
Cohabitation with the HSP holder is an express condition of this Designated Activities route.
The Immigration Services Agency explains that the couple must continue living together during the spouse’s stay. If they begin living separately, the spouse is not permitted to continue the authorized work under this particular arrangement.
Temporary circumstances such as a business trip are not necessarily the same as establishing separate households. The reason, duration and actual living arrangement must be considered.
Option 3: An independent work status
A spouse may instead qualify for a work status in their own right, such as Engineer/Specialist in Humanities/International Services.
In that case, the applicant must satisfy the requirements of that status, including the relationship between the duties and the relevant education or professional experience.
An independent status may be worth considering where:
- the applicant already meets the academic or experience requirements
- the employment is expected to continue independently of the HSP spouse’s job
- the couple may need to live separately for work or family reasons
- the applicant wants their residence position to be based on their own career
This does not mean that an independent work status is always preferable. The appropriate choice depends on the job, qualifications, family plans and future residence strategy.
What happens if the HSP holder changes jobs or status?
The spouse’s special working arrangement depends on the principal spouse continuing to hold the qualifying HSP or Special HSP position.
A change of employer, activity or status by the principal spouse may require immigration procedures and may also affect the basis of the spouse’s Designated Activities status.
The couple should review both residence positions together rather than considering only the working spouse’s employment contract.

- both spouses’ passports and residence cards
- marriage certificate and any required Japanese translation
- certificate of residence showing the household
- employment contract or notice of employment conditions
- detailed description of the proposed duties
- documents explaining the employer’s business
- proposed remuneration and evidence of comparable Japanese remuneration
- the applicant’s degree and employment records if considering an independent work status
- the HSP holder’s current employment and residence-status information

The useful question is not simply: “Can the spouse work full-time?”
It is: “Which status authorizes these particular duties, and does that status fit the couple’s longer-term employment and living arrangements?”
