留学生のみなさまへ：4月に就労を始めるためのビザ変更申請ガイド（2025年版）

留学ビザから「技術・人文知識・国際業務」やその他の就労ビザへの在留資格変更を予定している方に向けて、出入国在留管理庁が発表した最新の注意点（2025年版）をまとめました。

◆ 4月就労予定者は「12月1日〜1月末」までに申請を

例年、1〜3月は申請が集中するため、書類不足や申請時期の遅れがある場合、4月の就労開始までに審査が終わらない可能性があります。
4月から働き始める予定の方は、12月1日〜1月末の間に申請することが強く推奨されています。

◆ 書類不足は審査遅延の最大要因

書類が不足していると審査が大幅に遅れます。必ず提出書類一覧を確認し、必要書類を揃えてから申請してください。
※変更先の在留資格ごとに必要書類が異なります。入管HPの該当ページで必ず確認してください。

◆ 2025年12月1日から提出書類の省略が拡大

以下のいずれかに該当する場合、従来の「カテゴリー」による省略に加えて、追加の書類省略が可能となります。

① 日本の大学・大学院・短大の卒業（予定）者

卒業予定も含まれます。

② 海外の「優秀大学」卒業者

次の世界大学ランキングの3つのうち、2つ以上で上位300位以内：
・QS World University Rankings（300位以内）
・THE World University Rankings（300位以内）
・ARWU Academic Ranking of World Universities（300位以内）

③ 留学から就労ビザへ変更した外国人をすでに受け入れている機関で働く場合

すでにその機関で就労中の外国人が、少なくとも1回、在留期間更新を許可されていることが条件です。

書類省略を希望する場合は、入管指定の「説明書」を作成し、申請書に添付します。
※審査状況によって、省略対象書類の提出を求められる可能性があります。

◆ 審査終了の通知について（重要）

審査終了のハガキは「留学の活動が終わる前」に届く場合がありますが、実際に新しい在留カードを受け取れるのは、 卒業証明書を受け取った後となります。

◆ 審査の進捗状況についての問い合わせは不可

現在、問い合わせが多く電話がつながりにくくなっており、審査にも影響が出ています。
個別申請の進捗状況は回答不可のため、確認の電話は控えるように求められています。

For Students Changing Status: Application Guide for April Employment (2025 Update)

This is an official guidance summary for students planning to change their status of residence from “Student” to a work-related visa such as Engineer/Specialist in Humanities/International Services.

◆ If you plan to start working in April, apply between Dec 1 and late January

From January to March, the Immigration Bureau receives a large number of applications. If your documents are incomplete or the application is submitted late, the examination may not be completed by April.
You are strongly advised to apply between December 1 and the end of January.

◆ Missing documents cause major delays

Always check the official required documents list before applying. Required documents differ depending on the visa category you are applying for.

◆ Document reduction rules will expand from Dec 1, 2025

Document simplification may apply if you fall under one of the following categories:

1) Graduates (or expected graduates) of Japanese universities / graduate schools / junior colleges

2) Graduates of highly ranked overseas universities

The university must rank within the top 300 in at least two of these global rankings: • QS World University Rankings • THE World University Rankings • ARWU Shanghai Rankings

3) Working at an institution that already employs a former “Student” visa holder who changed to a work visa

The institution must currently employ such a worker who has already renewed their work visa at least once.

If you wish to request document reduction, attach the designated explanation sheet.
*You may still be asked to submit omitted documents depending on the review.

◆ About the result notification

Even if you receive the result postcard before completing your studies, you can only receive the new residence card after obtaining your graduation certificate.

◆ Progress inquiries are not accepted

Due to the high volume of inquiries, phone lines are congested and examination work is being affected.
The Immigration Bureau does not answer questions about the progress of individual cases.
