Can You Travel Abroad While Your Japan Permanent Residence Application Is Pending?
Travel permission and application planning are related, but they are not the same question
A Permanent Residence application in Japan can remain under review for a significant period. During that time, applicants may need to travel for work, family reasons or holidays.
Submitting a Permanent Residence application does not, by itself, generally create a prohibition on leaving Japan.
However, that does not mean every trip is automatically free from immigration or application-management risks.
Your current status remains essential
A Permanent Residence application does not replace your current status of residence while the application is pending.
It also does not automatically extend your current period of stay.
This means that a person may have two separate matters at the same time:
- a pending Permanent Residence application; and
- a renewal application for the current status of residence.
Travel plans should be checked against both procedures.
Check your re-entry arrangements
A foreign resident who leaves Japan and intends to return generally needs to use the appropriate re-entry procedure.
Under the deemed re-entry permission system, an eligible resident may generally return within one year of departure without obtaining an ordinary re-entry permit in advance.
However, if the person’s current period of stay expires earlier, the deemed re-entry period is limited to that earlier expiration date.
An ordinary re-entry permit also operates within the limits of the applicant’s current status and period of stay. The appropriate method depends on the expected absence and individual circumstances.
Questions to check before booking travel
- Will your current status of residence remain valid until you return?
- Will you use deemed re-entry permission or an ordinary re-entry permit?
- Does your current status need to be renewed before departure?
- Is a separate renewal or change application already pending?
- Can someone check mail and notices delivered to your address?
- Can you respond promptly if Immigration requests additional documents?
- Could you return to Japan if an in-person response becomes necessary?
Keeping copies of the Permanent Residence application receipt or online submission information may also be useful for your own records.
What if Immigration requests additional documents?
Immigration may request further information or documents while an application is under review.
An applicant who is outside Japan should still have a reliable way to:
- receive or check correspondence
- understand the requested information
- obtain documents from Japan if necessary
- submit a response within the stated period
A trip does not necessarily cause a problem, but failing to respond to an official request may affect the application.
Is a long absence treated the same as a short trip?
A short holiday and an extended absence should not automatically be treated as identical.
Permanent Residence involves an assessment of the applicant’s residence, livelihood and overall stability in Japan. Depending on the facts, the length, purpose and pattern of overseas stays may therefore be relevant.
There is no single number of travel days that guarantees a particular Permanent Residence outcome in every case.
When an individual review may be appropriate
A closer review may be useful if:
- your period of stay will expire during the trip
- you will be outside Japan for an extended period
- you have had repeated or lengthy absences
- your employment or family situation has recently changed
- you are also applying for an extension or change of status
- you may not be able to return quickly if requested
The correct conclusion may be to travel as planned, adjust the travel dates, complete a renewal first, or prepare a response system before departure.

A pending Permanent Residence application does not remove the need to manage your current status of residence.
Before leaving Japan, confirm three separate points: your right to return, the validity of your current status, and your ability to continue managing the application.
