2024年11月20日の読売新聞オンラインの報道に続き、2025年11月27日の毎日新聞の報道により、外国人の在留手続き手数料が2026年度に大幅値上げされる方針が一層具体的になってきました。
現在、在留資格の変更・在留期間更新の手数料は窓口申請で6,000円ですが、3〜4万円へと一気に数倍に引き上げられる案が示されています。

1. 値上げは「2026年度中」に実施 → 2026年4月〜2027年3月のいずれか

報道では「2026年度中にも」「来年度中にも大幅に引き上げ」と明記されています。 したがって、新手数料は2026年4月1日〜2027年3月31日の間に導入される可能性が極めて高いと言えます。

ただし、現在の入管法では手数料の上限は1万円と定められています。 そのため、政府は2026年の通常国会に入管法改正案を提出し、上限を引き上げたうえで政令で具体的な金額を定める流れになると見込まれます。

実際の金額や開始時期は、法案審議や政令で最終決定されることになりますが、 少なくとも「これまでとは桁が違う水準」になることはほぼ確実と考えてよいでしょう。

2. なぜここまで大幅に値上げされるのか

政府は、報道や説明の中で次のような理由を挙げています。

一言でいえば、「増え続ける在留外国人に対し、これまで国費で負担していた部分を、手数料として一定程度負担してもらう」という考え方です。 特に、審査や管理に多くのコストがかかる変更・更新・永住許可は、値上げ幅が大きくなっています。

報道で紹介されている各国の手数料は以下のとおりです。

これと比較すると、日本の6,000円という水準は、国際的にはかなり低い水準でした。 今回の引き上げは、単に「値上げ」ではなく、国際水準に近づける調整という位置づけでもあります。

2026年度中に新しい手数料が導入される可能性が高いため、 在留外国人・雇用する企業ともに、2025年〜2026年のスケジュールを意識した準備が必要です。

今回の見直しは、単に「手数料が高くなる」という話ではありません。 手数料を引き上げる以上、審査もより厳格化される可能性が高いと考えるべきです。

具体的には、次のような点に注意が必要です。

手数料が3〜4万円、永住で10万円以上となれば、「不許可になった時のダメージ」もこれまで以上に大きくなります。 特に、ギリギリのタイミングで出した申請や、書類が不十分な申請は、今後よりリスクが高くなると考えられます。
